Open System Preferences and go to Keyboard:

Select the Shortcuts tab. Make sure the box for "Use keyboard navigation to move focus between controls" is checked.

Open Safari Preferences:

Select the Advanced tab. Make sure the box for "Press Tab to highlight each item on a webpage" is checked.

In my classroom we use a variety of curriculum and evidence based practices to support our students access and make progress towards the general education state standards as well as the DLM alternative state standards. We use programs such as Equals Math, Edmark Reading Program, Verbal Behavior Programming as well as a variety of other evidence based programs to support the emotional/social learning, fine motor, functional life skills and communication skills of our students.
